I have a *serious* problem with allowing any wildcarding on level 10
people. It's insanely stupid. And really, do the people who have level
10 access change nicknames and usernames? No. The ONLY case where
wildcarding would be reasonable on a level ten is a dynamic IP SL/IP
pool, then i can see nick!user@*host.com. Otherwise I don't think it
should be.

This gets into all the IP related ones. To me it seems stupid. Who
gives a rats ass if every once in a while the ircd you're on doesn't
resolve your name. If anything, this should be a function in the bot
where it will then resolve it.
